Overview of National Child Abuse Prevention Month
National Child Abuse Prevention Month, observed each April, raises awareness about the importance of protecting children from abuse and neglect. It encourages communities to promote safe, nurturing environments where children can grow and thrive. During this month, organizations and individuals engage in education, advocacy, and prevention programs to support children and families.
Key Safety Tips:
- Educate and Communicate – Teach children about personal boundaries and encourage open conversations so they feel safe reporting uncomfortable situations.
- Stay Vigilant – Watch for signs of abuse, such as unexplained injuries, behavioral changes, or fear of certain individuals, and take action if needed.
- Screen Caregivers – Ensure that anyone caring for children, including babysitters and teachers, undergoes background checks and training.
- Create Safe Environments – Promote safe spaces at home, school, and in the community where children feel supported and protected.
- Report Suspicious Activity – If abuse is suspected, contact local authorities or child protective services immediately.

Traffic Enforcement
Traffic enforcement is guided by three (3) primary categories:
- Community-generated traffic complaints
- Officer-observed violations
- Analysis of traffic collision data
The Department maintains and regularly updates a comprehensive list of locations identified through traffic complaints and collision data to inform and prioritize enforcement efforts. As part of our traffic collision investigations, we also assess contributing factors that may have played a role in the incident. These factors may include distracted driving, roadway engineering, and environmental conditions.

9:22 AM / Arrest / Huntington Drive / Granada Avenue
Officers conducted a traffic stop for a violation of CVC §24252(a)(1) – Inoperable Brake Light. A records check revealed the driver is in violation of CVC §14601.2(a) – Driving with a Suspended License for DUI. Jorge Ramirez Morales (D.O.B. 04/23/1979, Los Angeles) was issued an Own Recognizance citation and released in the field without incident.
10:14 AM / Warrant Arrest / Huntington Drive / Duarte Road
Officers conducted a traffic stop for a violation of CVC §22350 – Basic Speed Law. A records check revealed the driver had one (1) outstanding warrant issued by the California Highway Patrol. Dawit Wolde Yohannes (D.O.B. 09/21/1986, Pasadena) was issued an Own Recognizance citation and released in the field without incident.
4:04 PM / Arrest / Allen Avenue / Orlando Road
Officers responded to a report of an unknown individual entering the driveway of a private residence. Upon contact, the subject exhibited signs of intoxication. A consent search was conducted; however, the individual was unable to comply with instructions and demonstrated difficulty maintaining balance. No weapons were located. An alcoholic beverage was found inside the individual’s personal bag, in violation of PC §647(f) – Public Intoxication. During transport to the city jail, the subject repeatedly struck their head against the patrol vehicle’s interior plexiglass, prompting a medical evaluation. Michael Walter Lambert (D.O.B. 05/24/1982, Temple City) was arrested and transferred for medical attention, and later to be transferred to Pasadena City Jail.

A package delivered to a parcel service facility was retrieved by an unauthorized individual. The investigation remains ongoing.
1:13 PM / Financial Fraud / 2000 Block of Huntington Drive
Victim reported receiving notifications from a fraudulent lottery claiming they had won a prize. An unauthorized wire transfer was initiated. The investigation remains ongoing.
9:03 PM / Theft / 600 Block of Winthrop Road
Victim reported receiving a motion-activated alert at their residence. An unknown suspect approached the front porch and removed packages before fleeing East on Winthrop Road. The suspect was described as a Black male wearing a red face mask, black shirt, and black sweatpants. Officers conducted a canvass of the surrounding area to locate potential witnesses and obtain additional security camera footage. The investigation remains ongoing.

10:33 AM / Arrest / Huntington Drive / Chelsea Road
Officers conducted a traffic stop for a violation of CVC §23123.5(a) – Use of a Handheld Wireless Device while Driving. A records check revealed the driver was in violation of CVC §12500(a) – Driving without a License. A consensual search of the vehicle was conducted, during which the driver was found to be in violation of PC §476 – Possession of Fraudulent Checks. Daniel Estiven Molina Paz (D.O.B. 09/20/2000, Dallas, TX) was arrested and booked at Pasadena City Jail.
2:24 PM / Death Report / 2500 Block of Sycamore Drive
Officers assisted San Marino paramedics with a death report.
3:43 PM / Financial Fraud / 2200 Block of Los Robles Avenue
Victim reported being the target of a fraudulent investment scam. The victim stated that unknown suspect(s) initially contacted them and arranged an in-person meeting, during which a sum of currency was exchanged. Following the transaction, the victim was unable to re-establish contact with the suspect(s) and sustained a great amount of financial loss. The investigation remains ongoing.

7:52 AM / Theft / 2200 Block of Brentford Road
Victim reported that the registration tabs were stolen from their vehicle’s license plate. Officers conducted a canvass of the surrounding area to locate potential witnesses and obtain additional security camera footage. The investigation remains ongoing.
11:45 AM / Eavesdropping / 600 Block of Plymouth Road
Victim requested a refund due to construction work that was incomplete and not performed to satisfactory standards. The contractor acknowledged the deficiencies and returned the victim’s deposit. During the refund transaction, the contractor recorded the victim without consent and posted multiple videos on social media depicting the victim and their residence.
1:23 PM / Traffic Collision / Allen Avenue / Lombardy Road
Party #1 was parked in front of a driveway apron, facing South on Allen Avenue. Party #1’s vehicle was positioned more than the allowable distance from the curb, causing it to protrude into and impede the South lane of travel. Party #2 was traveling South on Allen Avenue when Party #1 opened the rear passenger door into the roadway, resulting in Party #2 colliding with the open door. The primary collision factor is CVC §22517 – Unsafe Opening of Vehicle Doors.

Victim reported receiving an email from a banking institution’s fraud department advising of an unauthorized transaction involving the victim’s debit card information. The investigation remains ongoing.

Victim reported they had left their personal belongings at the location and, upon returning, discovered the items were no longer present.
