For the period of Sunday, October 12, 2025 – Saturday, October 18, 2025, the Police Department responded to 499 calls for service. One residential burglary, zero (0) commercial burglaries, and zero attempted burglaries occurred during the reporting week.

Overview of Halloween Safety                                                                                      Halloween is an exciting time for children, but safety should always come first to ensure a fun and injury-free celebration. Parents and trick-or-treaters should prioritize costume safety by using fire-resistant materials, reflective elements, and nontoxic makeup instead of masks that impair vision. Additionally, adult supervision, clear travel routes, and cautious driving are essential to prevent accidents and keep everyone safe on Halloween night.

Tips for Halloween Safety
Halloween is a time for fun, but safety is key for drivers, pedestrians, and partygoers alike. By following these tips, everyone can enjoy a spooktacular holiday while minimizing risks on the roads and at parties.

Trick-or-Treating & Pedestrian Safety

  • Drivers should be alert for trick-or-treaters and pedestrians.
  • Slow down and scan the road; slower speeds save lives.
  • Watch for children who may dart into the street unexpectedly.
  • If you see a drunk driver, contact law enforcement.
  • Pedestrians should use a “buddy system” to avoid walking alone.
  • Follow traffic rules, signs, and signals.
  • Cross streets at crosswalks or intersections and watch for turning vehicles.

 Halloween Party Safety

  • Designate a driver or arrange a rideshare before drinking.
  • Avoid driving after drinking, even in small amounts.
  • Hosts should ensure guests get home safely.
  • Provide rides, accommodations, or drive guests if sober.
  • Collect car keys from guests who have been drinking.
  • Offer non-alcoholic drink options to promote safe celebrations.

Traffic Enforcement

Traffic enforcement is guided by three (3) primary categories:

  1. Community-generated traffic complaints
  2. Officer-observed violations
  3. Analysis of traffic collision data

The Department maintains and regularly updates a comprehensive list of locations identified through traffic complaints and collision data to inform and prioritize enforcement efforts. As part of our traffic collision investigations, we also assess contributing factors that may have played a role in the incident. These factors may include distracted driving, roadway engineering, and environmental conditions.

Monday, October 13, 2025
12:04 AM / Incident Report / Huntington Drive / Bellwood Road
Officers conducted a traffic stop for a vehicle code violation. During the stop, officers observed a white glass pipe containing a burnt residue on the dashboard directly in front of the driver’s seat. The passenger was holding a backpack, which, upon search, was found to contain a glass pipe and a small clear plastic baggie containing unprescribed medication. The driver and passenger were found to be in violation of H&S §11364(a) – Possession of Drug Paraphernalia. Gustavo Aguilera Villalobos (D.O.B. 10/05/1985, Los Angeles) and Alexander Santillian (D.O.B. 07/20/1982, Los Angeles) were issued an Own Recognizance citation and released in the field without incident.

12:45 PM / Documentation / 1300 Block of Winston Avenue
A report was taken to document a misplaced delivery package.

1:44 PM / Financial Fraud / 500 Block of Plymouth Road
Victim reported receiving a phone call from unknown suspect who claimed that their credit card had been used to purchase firearms outside of the country. This investigation remains ongoing.

4:08 PM / Traffic Collision / 1800 Block of Los Robles Avenue
Party #1 and Party #2 were both traveling South on Los Robles Avenue and Party #1 collided with the rear of Party #2’s vehicle. Both parties pulled over to the side of the roadway and attempted to exchange information. During the exchange, a physical altercation occurred, resulting in Party #1 fleeing the scene. As Party #1 fled, they collided with the curb, causing additional vehicle damage. It was determined that the driver of Party #1 was in violation of PC §245(a)(1) – Assault with a Deadly Weapon, CVC §20001 – Hit and Run with Injury, PC §135 – Destroying/Concealing Evidence, and PC §591.5 – Damage to a Communication Device to Prevent Help. Anthony Thomas Morgan (D.O.B. 04/11/1964, Los Angeles) was arrested and booked at Pasadena City Jail.

9:13 PM / Documentation / 2100 Block of Lorain Road
Officers responded to a report of a family dispute. Upon further investigation, the suspect was in violation of PC §243 (e)(1) – Domestic Battery and PC §148(a)(1) – Resisting Arrest. Joseph Gonzales Cabot (D.O.B. 06/07/1991, San Marino) was arrested and booked at Pasadena City Jail.

A report was taken to document medical assistance with the San Marino Fire Department.

4:22 PM / Traffic Collision / Winston Avenue / California Boulevard
Party #1 was traveling South on Winston Avenue, while Party #2 was traveling East on California Boulevard, and Party #3 was traveling North on Winston Avenue. Party #1 stopped at the posted stop sign and proceeded through the intersection, colliding with Party #2. As a result of the collision, both Party #1 and Party #2’s vehicles were pushed into Party #3’s lane, where Party #3 was stopped, waiting at the stop sign. The primary collision factor CVC §21800 – Failure to Yield.

4:36 PM / Extortion / 500 Block of Greenwood Avenue
A report was taken to document suspected extortion.  The victim’s son, currently incarcerated, requested that the victim deposit funds into the account of another inmate.  The requests continued with threats.  The victim reported the matter when she could no longer cover the amount requested.  This investigation is ongoing.

4:55 PM / Documentation / 1600 Block of Las Flores
A report was taken to document a missing person. The missing individual was later located in the City of Alhambra.

5:05 PM / Financial Fraud / 1800 Block of Alpine Drive
Victim reported receiving a phone call from an unknown suspect who identified themselves as an attorney from New York, claiming to be involved in an investigation to apprehend potential scammers. The victim did not provide any personal or financial information. This investigation remains ongoing.


Friday, October 17, 2025

9:04 AM / Non-Injury Traffic Crash / El Molino Place / Wilson Avenue
Party #1 was traveling westbound on Wilson Avenue at a high rate of speed, swerving into Party #2.  The traffic crash caused Party #2 to crash into Party #3, a parked commercial delivery vehicle.  The primary collision factor was CVC §22350, Dangerous Speed.

9:59 AM / Injury Traffic Crash / Huntington Drive / Oak Knoll Avenue
Party #1 was traveling westbound on Huntington Drive and entered the intersection at Oak Knoll Avenue, broadsiding Party #2.  The traffic crash caused Vehicle #2 to spin and crash into Party #3, stopped at the limit line of the left turn bay at Huntington Drive and Oak Knoll Avenue.  Party #2 had a complaint of pain.  The San Marino Fire Department (SMFD) responded.  Party #2 declined transport to a hospital.  The primary collision factor was CVC §21453, Failure to stop for a red light.

4:01 PM / Identity Theft / 2600 Block of Wallingford Road
Victim reported that she was notified by a credit reporting agency that a new loan was opened in her name that she did not authorize.

5:45 PM / Non-Injury Traffic Crash / Huntington Drive / Winston Avenue
Party #1 was traveling southbound on Winston Avenue and proceeded to turn right onto westbound Huntington Drive.  Party #1 stated the Sun was in his eyes and he could not see the vehicles in front of him.  Party #1 rearended Party #2, who was traveling in the number three lane, westbound Huntington Drive.  The traffic crash caused Party #2 to crash into Party #3.  The primary collision factor was CVC §22350, Unsafe Speed.

7:21 PM / Hit & Run / Monterey Road / Courtland Avenue
Victim reported that Party #1 (a silver Honda Odyssey) crashed into his vehicle on Huntington Drive at Virginia Road or St. Albans Road.  The victim is unfamiliar with the area and was unsure of the exact location.  After the traffic crash, Party #1 (suspect) fled, and the victim followed.  The suspect parked at Courtland Avenue and Monterey Road, exited the vehicle with another occupant and walked away.  The victim attempted to follow the suspects but lost sight of them.  San Marino Fire Department responded.  The victim refused transportation to a hospital.  The primary collision factor is CVC §20001(A) Hit and Run resulting in Injury.


Saturday, October 18, 2025

10:43 AM / Residential Burglary / 600 Block of Chaucer Road
The victim reported that upon arriving at the residence under construction, they discovered the door of their detached garage open and the garage ransacked.  The garage was not equipped with an alarm or security surveillance cameras at the time of the burglary.  Property taken included gardening equipment valued at approximately $1,400.  A Pasadena Police Department Crime Technician responded.  Investigating officers canvased the area for witnesses and security video footage.  This investigation is ongoing.

7:52 PM / Found Property / 2200 Huntington Drive (San Marino Police Department)
The reporting party (ride share driver) walked into the police department lobby to turn in a loaded 9MM magazine (10-rounds), found on the rear floorboard of his rideshare vehicle by his customer.  The driver advised that he rented the vehicle and since 10/16/25, had transported multiple people.  The magazine and ammunition were booked for safekeeping.
