The month highlights the collaborative efforts of governments, organizations, law enforcement, advocates, and communities worldwide in combating human trafficking and supporting survivors.

This report provides a summary of significant incidents managed by the San Marino Police Department (SMPD) during the current reporting period.
Traffic Enforcement
Traffic enforcement is guided by three (3) primary categories:
- Community-generated traffic complaints
- Officer-observed violations
- Analysis of traffic collision data
The Department maintains and regularly updates a comprehensive list of locations identified through traffic complaints and collision data to inform and prioritize enforcement efforts. As part of our traffic collision investigations, we also assess contributing factors that may have played a role in the incident. These factors may include distracted driving, roadway engineering, and environmental conditions.

1:11 PM / Incident Report / Sierra Madre Boulevard / Robles Avenue
Officers were notified of a reported stolen vehicle within city limits. Further investigation revealed the vehicle had been lawfully repossessed. The vehicle was released to the legal owner who was on-site.
1:40 PM / Hit and Run / Garfield Avenue / Monterey Road
Party #2 was traveling East on Monterey Road, while Party #1 was traveling North on Garfield Avenue. Party #2 stopped at the intersection and then proceeded through. Upon entering the intersection, Party #2 collided with Party #1. Following the collision, Party #2 pulled over while Party #1 fled the scene, North on Garfield Avenue. The primary collision factor is CVC §20002(a) – Hit and Run.
3:47 PM / Traffic Collision / Oak Knoll Avenue / Monterey Road
Party #2 was traveling South on Oak Knoll Avenue approaching the intersection. Party #1 was traveling behind Party #2 in the same direction. As Party #2 slowed for the posted stop sign, Party #1 attempted to brake but failed to do so in time and rear-ended Party #2’s vehicle. The primary collision is CVC §22350 – Unsafe Speed.

2:08 PM / Financial Fraud / 1800 Block of Lorain Road
Victim reported receiving notifications of two (2) unauthorized loans totaling $8,200.00. The loans were fraudulently obtained using the victim’s home address and other personal identifying information. This investigation is ongoing.
Tuesday, January 6, 2026
11:16 AM / Financial Fraud / 1800 Block of Rosalind Road
Victim reported investing funds in a restaurant based on a verbal agreement; no written contract or supporting documentation was provided. The victim later received messages from the restaurant owners regarding payment for a property lease. The victim stated they were unaware of any property lease and reported that an unknown suspect signed the lease on their behalf without their knowledge or consent. This investigation is ongoing.
2:10 PM / Petty Theft / Garfield Avenue / Monterey Road
An unknown suspect walked onto the front porch of the victim’s residence and removed a package without permission. The suspect is described as a White female with brown hair and a heavy build, last seen wearing blue shorts and a gray sweater.
2:57 PM / Vandalism / 1700 Block of Del Mar Avenue
Officers responded to a report of a residential burglary. Unknown suspect(s) gained entry by shattering a front-facing bedroom window. The bedroom was ransacked, and a metal sprinkler head was located on the bedroom floor. Officers conducted a canvass of the surrounding area to identify potential witnesses and recover any available security camera footage. This investigation is ongoing.

A report was taken to document a False Report of an Emergency by an unknown suspect.
Wednesday, January 7, 2026
3:42 PM / Recovered License Plate / California Boulevard / San Gabriel Boulevard
Officers were notified of a reported stolen trailer. Further investigation determined the driver had located a discarded license plate within the City of San Bernardino and affixed it to the trailer due to the trailer not being registered. A report was taken to document that the license plate was recovered.
10:11 PM / Petty Theft / 1300 Block of Belhaven Road
Victim reported that on 12/13/25, an unknown suspect walked onto the front porch of the residence and removed a delivery package valued at approximately $280. The suspect was captured on security camera video footage and is described as a male wearing a light-colored hoodie and light-colored sweatpants.

3:29 AM / Warrant Arrest / Monterey Road / Banning Way – DR 2026-00020
Officers conducted a traffic stop on a subject riding a bicycle in violation CVC §21201(d) – No Lighting Equipment. A records check revealed the subject had two (2) outstanding misdemeanor arrest warrants, one for PC 484 (A), Petty Theft, out of Glendale Police Department, and the other for Health & Safety Code Section 11364 (a), Possession of Drug Paraphernalia out of Pasadena City College. Jake Raymond Rodriguez (D.O.B. 06/19/86, Pasadena, CA) was issued an Own Recognizance citation and released in the field without incident.
11:50 AM / Documentation / 1600 Block of San Gabriel Boulevard
A notification was made to the Department of Children and Family Services.
1:05 PM / Public Intoxication / 1300 Block of Garfield Avenue
Officers were dispatched for a welfare check on an individual sleeping under a tree in the parkway. Upon further investigation, it was determined the individual exhibiting objective signs and symptoms of intoxication. Ronald Ramos Chang (D.O.B. 05/25/93, San Gabriel, CA) was arrested for PC 647(F), Disorderly Conduct: Alcohol, and booked at Pasadena City Jail.
3:10 PM / Arrest / Mission Street / Los Robles Avenue
Officers conducted a traffic stop for violation of CVC §5201(d) – License Plate Display Requirements. A records check revealed the driver was in violation of CVC §14601.1(a) – Driving with a Suspended License. Santiago Hernandez Garcia (D.O.B. 07/18/1997, La Puente) was issued an Own Recognizance citation and released in the field without incident.
