Overview of Speed Safety Awareness Month
Speed Safety Awareness Month, established through SR 60 and authored by Susan Rubio in partnership with Streets Are for Everyone (SAFE), recognizes the urgent need to address the rise in traffic fatalities caused by speeding across California. The initiative encourages communities statewide to promote safer driving behaviors, support enforcement efforts, and protect all road users, especially children and families in school zones.

Safety Tips for Speed Safety Awareness Month

  • Obey posted speed limits, particularly in school zones and residential neighborhoods.
  • Slow down and remain alert for pedestrians, bicyclists, and children.
  • Allow extra travel time to avoid the temptation to speed.
  • Remember that higher speeds significantly increase the risk of serious injury or death in a collision.

Traffic Enforcement
Traffic enforcement is guided by three (3) primary categories:

  1. Community-generated traffic complaints
  2. Officer-observed violations
  3. Analysis of traffic collision data

The Department maintains and regularly updates a comprehensive list of locations identified through traffic complaints and collision data to inform and prioritize enforcement efforts. As part of our traffic collision investigations, we also assess contributing factors that may have played a role in the incident. These factors may include distracted driving, roadway engineering, and environmental conditions.

Officers responded to a traffic collision that occurred within the jurisdiction of the California Highway Patrol. The primary collision factor is CVC §23152 – Driving Under the Influence. A report was taken to document damage to City property resulting from the collision.

2:09 PM / Arrest / Huntington Drive / Kenilworth Avenue
Officers conducted a traffic stop for a violation of CVC §24252(a)(1) – Inoperative Lighting Equipment. A records check revealed the driver is in violation of CVC §14601.2(a) – Driving with a Suspended License for DUI. Ivon Eskarien Guitron (D.O.B. 12/28/1985, El Monte) was issued an Own Recognizance citation and released in the field without incident.

4:18 PM / Arrest / El Molina Avenue / Wilson Avenue
Officers conducted a traffic stop for a violation of CVC §5204(a) – Expired Registration Tabs. A records check revealed the driver is in violation of CVC §14601.2(a) – Driving with a Suspended License for DUI. Moises Arron Rinconhuerta (D.O.B. 09/01/1989, San Gabriel) was issued an Own Recognizance citation and released in the field without incident.

5:03 PM / Grand Theft / 2900 Block of Gainsborough Drive
Victim reported that an unknown suspect removed packages from the front porch of their residence and fled the area in an unknown direction. Officers conducted a canvass of the surrounding area to identify potential witnesses and recover any available security camera footage. This investigation is ongoing.

A report was taken to document a notification from Adult Protective Services.

1:50 AM / Traffic Collision / Huntington Drive / San Marino Avenue
Party #2 was traveling on Huntington Drive, while Party #1 was traveling North on San Marino Avenue. Party #1 failed to stop for a red traffic signal and entered the intersection, colliding with Party #2. The primary collision factor is CVC §21453 – Running a Red Light.

8:11 AM / Documentation / Old Mill Road / Roanoke Road
A report was taken to document a fall on city property.

7:39 PM / Arrest / Huntington Drive / Palomar Road
Officers conducted a traffic stop for a violation of CVC §24250 – Inoperable Headlights. A records check revealed the driver had one (1) outstanding warrant from Pasadena Police Department. Raymond Lapus Alfonso (D.O.B. 05/17/1984, South Pasadena) was issued an Own Recognizance citation and released in the field without incident.

10:25 AM / Petty Theft / 1300 Block of Belhaven Road
Victim reported that an unknown suspect removed packages from the front porch of their residence and fled the area in an unknown direction. Officers conducted a canvass of the surrounding area to identify potential witnesses and recover any available security camera footage. This investigation is ongoing.

7:35 PM / Residential Burglary / 2900 Block of Monterey Road
Officers responded to a report of a residential burglary. Upon arrival, officers determined that unknown suspect(s) unlawfully entered the residence through a second-story bathroom window. Once inside, the suspect(s) proceeded to ransack three (3) bedrooms before fleeing the location. Officers conducted a canvass of the surrounding area to identify potential witnesses and recover any available security camera footage. This investigation remains ongoing.


Saturday, February 21, 2026
2:21 PM / Vehicle Burglary / Virginia Road / Mill Lane
An unknown male suspect unlawfully entered the victim’s vehicle by shattering the front passenger-side window and climbing head-first into the vehicle. After briefly entering the vehicle, the suspect exited and walked to a vehicle parked behind the victim’s car. The suspect’s vehicle is described as a silver Honda Civic. The suspect is described as a male adult with black hair, wearing a black hooded sweatshirt, black sweatpants, and black shoes. Officers conducted a canvass of the surrounding area to identify potential witnesses and recover any available security camera footage. This investigation is ongoing.

3:31 PM / Documentation / 1600 Block of Oak Grove Avenue
A report was taken to document a notification provided to the Pasadena Humane Society.

7:09 PM / Warrant Arrest / Del Mark Avenue / Melville Drive
Officers conducted a traffic stop for a violation of CVC §22107 – Unsafe Turning Movement. A records check revealed the driver had two (2) outstanding warrants issued by the Los Angeles County Sheriff’s Department – Carson Station and Orange County Sheriff’s Department. Courtney Ventura Ponce (D.O.B. 06/26/1983, Los Angeles) was issued an Own Recognizance citation and released in the field without incident.
